For years, Nigeria’s aviation industry operated under the shadow of recurring Jet A1 shortages. Airlines struggled to secure aviation fuel. Flight schedules were disrupted by supply constraints and operators faced uncertainty that complicated planning and increased costs across the sector.
That reality has changed dramatically. The emergence of the Dangote Petroleum Refinery has transformed Nigeria’s aviation fuel market and helped Nigeria move from being heavily dependent on imported aviation fuel to becoming a significant exporter of Jet A1. In June 2026, the country exported about 466,000 metric tonnes of jet fuel to Europe, overtaking the United States as the continent’s largest supplier during the month. The shipment was equivalent to about 582.5 million litres, worth an estimated ₦757 billion ($553 million).
This marked the highest volume exported from Nigeria to Europe since the country became a net exporter of jet fuel in 2024 following the commencement of aviation fuel production at Dangote Refinery. The milestone reinforces Nigeria’s growing position in global energy markets and highlights the scale of the country’s refining transformation.
Yet beneath the success lies a challenge that continues to affect airlines and passengers. While fuel availability has improved significantly, aviation fuel remains expensive. Airlines continue to face elevated operating costs and passengers still contend with costly airfares. The result is a paradox where scarcity has largely been solved, but affordability remains elusive.
How Nigeria became a jet fuel export power
Nigeria’s rise as a jet fuel exporter is one of the most significant shifts in the country’s downstream petroleum sector in decades. For years, despite being one of Africa’s leading crude oil producers, Nigeria relied heavily on imported refined products. Aviation fuel was among the products that exposed the weaknesses of the country’s refining infrastructure. Airlines frequently complained about supply disruptions while operators remained vulnerable to import delays, foreign exchange shortages and logistical bottlenecks.
The commissioning of the Dangote Refinery changed that equation. With a refining capacity of 650,000 barrels per day, the facility was designed to reduce dependence on imported fuels and increase domestic refining output. Since commencing operations, the refinery has steadily expanded production across multiple products including petrol, diesel and aviation fuel. The increase in Jet A1 output has been particularly notable because it has allowed Nigeria not only to meet domestic demand but also to compete in export markets.
The scale of that transformation became evident in June when exports of Nigerian jet fuel to Europe surged from 232,000 metric tonnes in May to 466,000 metric tonnes. During the same period, exports from the United States to Europe declined to about 399,000 metric tonnes. Nigeria consequently overtook the US as Europe’s largest supplier of aviation fuel during the month. For a country that only recently began producing aviation fuel at scale, the development highlighted the speed at which its refining sector is evolving.
The export figures also reflect broader changes within the global aviation fuel market. As geopolitical tensions disrupted traditional supply routes and refiners sought to capitalise on market opportunities, Nigerian products increasingly found buyers in Europe. This strengthens Nigeria’s export earnings while demonstrating the strategic value of domestic refining capacity. More importantly, it signals that the country is beginning to move beyond its traditional role as a crude oil exporter towards becoming a supplier of higher-value refined products.
The problem Nigeria has largely solved
While export growth has attracted headlines, the most immediate impact of increased local refining has been the improvement in domestic fuel availability. Before the Dangote Refinery began supplying Jet A1, airlines regularly faced uncertainty over fuel procurement. Supply shortages could delay flights, disrupt schedules and create operational challenges that affected both carriers and passengers.
The situation today is markedly different. Increased local production has significantly improved fuel availability and reduced the likelihood of severe supply disruptions. Airlines now operate in an environment where access to fuel is more predictable than it was in previous years. That certainty matters because aviation is a business built on reliability. When operators can plan with confidence, scheduling improves and disruptions become less frequent.
The broader refining data illustrates the scale of Nigeria’s progress. Dangote Refinery exported 1.66 billion litres of refined petroleum products in April 2026 alone, underlining how quickly Nigeria is evolving from a major fuel importer into an exporter of refined petroleum products. The total included about 513 million litres of petrol, 534 million litres of diesel and 615 million litres of aviation fuel. Such volumes would have been difficult to imagine only a few years ago when Nigeria remained heavily dependent on imported products.
Aminah Balogun, an infrastructure economist, told Businessfront that the most significant change since Dangote began supplying Jet A1 is that the industry’s biggest concern has shifted.
“The conversation used to be about availability. Airlines worried about whether fuel would be available when they needed it and how supply disruptions could affect operations. Today, that concern has reduced considerably. The challenge facing the industry has increasingly shifted from securing fuel to managing the cost of fuel,” Balogun said.
These developments demonstrate that fuel sufficiency is no longer an aspiration. It is becoming a reality. The risk that airlines will be unable to access Jet A1 because of supply shortages has reduced considerably. For the aviation industry, that represents a major achievement and one of the clearest benefits of Nigeria’s expanding refining capacity.
Why jet fuel remains expensive despite local production
The elimination of scarcity has not, however, eliminated high prices. This remains one of the biggest frustrations for airlines and one of the most misunderstood aspects of the aviation fuel market. Many expected local refining to trigger a dramatic reduction in Jet A1 prices. Instead, airlines continue to pay far more than they did before recent global market disruptions.
The reason lies in the structure of global energy markets. Aviation fuel is traded internationally and prices remain linked to global benchmarks. Refineries operate within a commercial environment where products are valued according to international market conditions. This means that fuel refined in Lagos is still influenced by developments in global crude oil and aviation fuel markets.
Recent market movements illustrate this reality. The Northwest Europe jet fuel benchmark fell to about $981.75 per metric tonne by the end of June after reaching a record high of $1,694.25 per metric tonne earlier in the year. Although international prices have eased, they remain an important reference point for market participants. Consequently, local refining does not automatically insulate Nigeria from global price movements.
Foreign exchange pressure creates another challenge. Crude oil is priced in US dollars and many inputs across the petroleum value chain are linked to foreign currency. When the naira weakens, costs increase throughout the system. Even when fuel is produced domestically, exchange rate volatility can significantly influence final prices.
This explains why fuel sufficiency and affordability do not always move together. Local refining improves supply security and reduces import dependence. It does not eliminate exposure to international pricing benchmarks, exchange rate pressures or broader market dynamics. That distinction sits at the heart of Nigeria’s current aviation fuel paradox.
Understanding the domestic cost of fuel sufficiency
The consequences of elevated fuel prices are most visible within the airline industry. Aviation fuel remains one of the largest operating expenses for carriers and industry estimates suggest that Jet A1 can account for around 40 per cent of total airline operating costs. When fuel prices rise sharply, the financial impact on airlines can be immediate and severe.
The experience of the past year illustrates the challenge. Before the escalation of geopolitical tensions in the Middle East, Jet A1 sold for about N900 per litre. As market conditions deteriorated, prices rose rapidly. At the peak of the crisis, aviation fuel reportedly climbed above N3,300 per litre. Although prices have since moderated following declines in international energy markets and price reductions by Dangote Refinery, airlines are still purchasing fuel at around N1,700 per litre. That remains significantly higher than pre-crisis levels.

The effect on airline economics has been substantial. Industry stakeholders reported that the fuel cost of operating a one-hour flight increased from less than N2 million before the crisis to as much as N8 million during the peak of the price surge. Such increases placed enormous pressure on airline finances and forced operators to reassess routes, frequencies and broader business strategies.
Passengers have not been insulated from these pressures. Airlines have attempted to pass some of the additional costs on through higher ticket prices, but weak consumer purchasing power has limited their ability to fully recover rising expenses. This has created a difficult situation where airlines face escalating costs while remaining constrained in their pricing decisions. The result is margin pressure that continues to affect the financial health of many carriers.
Some operators responded by reducing flight frequencies during periods of extreme fuel volatility. Others raised concerns about the long-term sustainability of maintaining services under such conditions. The experience demonstrates that solving fuel scarcity is only one part of the challenge. For airlines and passengers, affordability remains just as important.
Is export success delivering enough domestic value?
Nigeria’s growing presence in the global jet fuel market represents a significant shift in the country’s energy story. For decades, the country was known for exporting crude oil while relying heavily on imported refined products. The emergence of large-scale domestic refining is beginning to change that narrative. Today, Nigeria is not only meeting a growing share of its domestic fuel needs but is also supplying aviation fuel to international markets, highlighting the country’s expanding role in the global refining industry.
The surge in jet fuel exports demonstrates how quickly Nigeria’s refining landscape is evolving. In June, exports to Europe reached their highest level since the country became a net exporter of aviation fuel in 2024. The development reflects the growing capacity of local refining facilities and signals a broader transition towards exporting higher-value petroleum products rather than relying solely on crude oil sales. For policymakers, this represents an important step towards capturing more value within the energy supply chain and strengthening the country’s industrial base.
Adeyemi Olorunda, a trade analyst, told Businessfront that the rise in jet fuel exports should be seen as evidence that Nigeria’s refining investments are beginning to deliver measurable results, but cautioned that export performance alone should not define success.
“Exports are important because they generate foreign exchange earnings and show that Nigerian refining capacity can compete in international markets. However, the real measure of success is whether those gains are creating wider benefits across the domestic economy. A strong refining sector should be able to earn export revenue while also improving outcomes for local industries that depend on those products,” Olorunda said.
His observation highlights the central policy question emerging from Nigeria’s refining success. Can Nigeria become a major exporter of refined petroleum products while ensuring that domestic industries benefit meaningfully from increased production? The answer will help determine whether refining expansion becomes merely an export story or a broader economic success story.
Ultimately, export success and domestic benefits should move in the same direction. A refining industry that serves international markets while strengthening the domestic economy would represent the fullest expression of Nigeria’s energy ambitions. The challenge now is ensuring that the country’s growing status as a jet fuel exporter translates into broader economic gains that are felt beyond the refinery gate.
What must change before Nigerians feel the full benefits?
Nigeria’s emergence as a major producer and exporter of aviation fuel has addressed one of the most persistent challenges facing the aviation sector. The country no longer faces the same level of supply uncertainty that once disrupted airline operations and complicated fuel procurement. However, the experience of airlines and passengers suggests that improved availability alone is not enough to transform the market. The next phase of the industry’s development will depend on whether the benefits of fuel sufficiency can translate into lower costs across the aviation value chain.
A major obstacle remains the influence of global energy markets on domestic fuel prices. Although Jet A1 is now refined locally, aviation fuel pricing continues to be influenced by international benchmarks and crude oil markets that are largely denominated in dollars. This means domestic prices remain exposed to global market movements and exchange rate fluctuations. As long as those pressures persist, local refining will improve supply security without necessarily guaranteeing affordable fuel.
Distribution and logistics also remain important parts of the equation. Producing sufficient fuel is one thing. Ensuring that fuel reaches airports efficiently and at the lowest possible cost is another. Transportation expenses, storage requirements and broader supply chain inefficiencies can all add to the final price paid by airlines. Addressing these challenges will be important if the full benefits of increased refining capacity are to be realised.
The wider operating environment for airlines also matters. Fuel is only one component of airline costs, even though it remains one of the largest. Carriers continue to contend with infrastructure constraints, financing challenges and other operating expenses that affect profitability and ticket pricing. Improving the overall business environment for the aviation sector would help strengthen the industry’s ability to benefit from greater fuel availability.
Ultimately, Nigeria’s refining success has created an opportunity rather than a finished outcome. The country has demonstrated that it can produce enough aviation fuel to meet domestic demand and compete in international markets. The bigger challenge now is ensuring that those achievements translate into more affordable and sustainable air travel at home. That will determine whether Nigeria’s jet fuel transformation becomes not only a refining success story, but also a broader economic success story.
